দেশ বাঁচাও গণ মঞ্চের নীতি-লক্ষ্য-উদ্দেশ্য
দেশের যুক্তরাষ্ট্রীয় কাঠামোকে অক্ষত রাখা এবং আরও উন্নত করার সংকল্প নিয়ে দেশ বাঁচাও গণ মঞ্চ কাজ শুরু করেছে। সংবিধানকে ধ্বংস করার যে সংকল্প নিয়ে বিজেপি এগোচ্ছে তাকে প্রতিহত করার লক্ষ্যে আমাদের জন্ম। সংবিধান, সংবিধানের প্রস্তাবনা, সংবিধানের মৌলিক অধিকার, সংবিধানের নির্দেশমূলক নীতি গুলিকে রক্ষা করা এবং কার্যকর করার মধ্য দিয়েই সাংবিধানিক অধিকার কেবল একটি আপ্ত বাক্য নয়, বরং জনগণের দৈনন্দিন চর্চার বিষয় হয়ে উঠবে। তাই আমাদের মঞ্চ কেবল ভোট মঞ্চ নয়, বরং সংবিধান রক্ষার লড়াকু মঞ্চ হয়ে উঠতে চায়। আমাদের মঞ্চ কোনো একটি দলের মঞ্চ নয়। কিন্তু আপাদমস্তক একটি রাজনৈতিক মঞ্চ। ভারত সহ বিশ্ব জুড়ে এক শান্তি পূর্ন ধর্মনিরপেক্ষ শোষণ হীন সমাজ গড়ে তোলার সংগ্রামে এক ক্ষুদ্র অংশ আমরা।
১. সমস্ত রাজ্যের আর্থিক এবং রাজনৈতিক ক্ষমতা বৃদ্ধি চাই। ইউনিয়ন সরকারের সাপেক্ষে রাজ্য সরকারগুলির ক্ষমতা বৃদ্ধি চাই আমরা। রাজ্যের ক্ষমতা বৃদ্ধিই এদেশের গণতন্ত্র ও ধর্মনিরপেক্ষতার রক্ষাকবচ। রাজ্য সরকারের আর্থিক ও রাজনৈতিক স্বশাসন প্রতিষ্ঠার লক্ষ্যে আমাদের মঞ্চ নিজের সীমিত ক্ষমতা নিয়েই সক্রিয় হবে। জিএসটি কাঠামোর পরিবর্তন, কর তোলার অধিকারে বৃদ্ধি, কেন্দ্রের পক্ষ থেকে করের ভাগে বৃদ্ধি যেমন আমাদের দাবী আবার ইডি-সি বি আই-র মত কেন্দ্রীয় সংস্থাগুলির রাজ্য সরকারের অনুমতি ছাড়া হস্তক্ষেপ বন্ধ করাও আমাদের দাবি। রাজ্যগুলির প্রাপ্য বকেয়া টাকা অবিলম্বে হস্তান্তরের দাবি জানাই আমরা।
২. রাজ্যগুলিকে টুকরো টুকরো করে রাজ্যপালের শাসন বা কেন্দ্র শাসিত অঞ্চলে পরিণত করা ফ্যাসিস্টদের (এই মুহূর্তে বিজেপি যার প্রতিনিধি) লক্ষ্য। রাজ্যপালের পদের অবলুপ্তি আমাদের দাবি। এই পদের অন্যায় ব্যবহার করে ফ্যাসিস্ট শক্তি বিকেন্দ্রীভূত ব্যবস্থাকে ধ্বংস করছে।
৩. রাজ্যের জনপ্রতিনিধ্বমূলক ব্যবস্থাকে সম্পূর্ণ অগ্রাহ্য করে আদালতের কেন্দ্রীয় সংস্থাগুলিকে নির্দেশ দেওয়ার অধিকার কেড়ে নিতে হবে। আদালত আইনের উর্দ্ধে নয়। অথচ আদালতের মধ্যে থাকা ঘুঘুর বাসা আজ সর্ব সমক্ষে উন্মোচিত। আদালতকে আইনের অধীনে আনতে বিচারপতিদের ইম্পিচ করার ব্যবস্থাকে সুদৃঢ় করতে হবে।
৪. যতদিন না পিছিয়ে পড়া জনজাতির সামাজিক, সাংস্কৃতিক, রাজনৈতিক, অর্থনৈতিক উন্নয়ন হচ্ছে, ততদিন পর্যন্ত সংরক্ষণ জরুরী, আমরা দৃঢ়ভাবে সংরক্ষণের পক্ষে।
৫. মেয়েদের আর্থিক, রাজনৈতিক সমানাধিকারের পক্ষে আমরা। তাদের বিরুদ্ধে যে কোনো ধরণের হিংসার বিরুদ্ধে আমরা। মহিলাদের গৃহবন্দী করার হাতিয়ার যে কোনো ধরনের মৌলবাদের বিরুদ্ধে আমরা, তাই আরএসএস এর মনুবাদী দর্শনের বিরুদ্ধে আমরা।
৬. কাজের অধিকারকে মৌলিক অধিকার হিসেবে ঘোষণা করার দাবী আমাদের। নিয়োগ দুর্নীতি চাকরির সংকটের পার্শ প্রতিক্রিয়া হিসেবে উঠে আসছে। শিক্ষক, আধা সামরিক বাহিনী, পুলিশ, রেল সর্বত্র নিয়োগ দুর্নীতির খবর আসছে। অন্যদিকে ভর্তির পরীক্ষার প্রশ্ন পত্র সম্বন্ধ, সাদা খাতা জমা দিয়ে ভর্তির খবরও শিরোনামে। এর বিরুদ্ধে আন্দোলন চাই, তবে আপাদমস্তক দুর্নীতিগ্রস্ত বিজেপির পাতা ফাঁদ এড়িয়েই সেই লড়াই করতে হবে।
৭. ব্যবসা বাণিজ্যে মুক্ত প্রতিযোগিতার পক্ষে আমরা। তাই কর্পোরেট কর ছাড়, ইলেক্টরাল বন্ডের মত দুর্নীতির মাধ্যমকে আমরা মুক্ত ব্যবসার বিরোধী হিসেবে গণ্য করি। অন্যদিকে ছোট মাছারি ব্যবসার স্বার্থে সরকারের বিশেষ নীতি প্রণয়ন জরুরী। এক্ষেত্রে যে সরকারি দপ্তর আছে তার ভূমিকা খুবই গুরুত্বপূর্ণ।
৮. প্রত্যক্ষ কর ব্যবস্থাকে শক্তিশালী করা দরকার। মোট করের অন্তত ৫৫ প্রত্যক্ষ কর থেকে আসা উন্নত দেশের পরিচায়ক। নারী-পুরুষ নির্বিশেষে সকলের রোজগার সুনিশ্চিত হলে যে বিরাট আয়কর পাওয়া যাবে সেটাই এই দেশের আত্মনির্ভর বিকাশের ভিত্তি। সরকারের করবাবদ রোজগার সুনিশ্চিত হলে অযথা দেশের স্বার্থ বিসর্জন দিয়ে আই এম এফ বা অন্যান্য মহাজনী সংস্থার থেকে ঋণ দরকার হবে না।
৯. কৃষকের ফসলের ন্যায্য মূল্য সরকারকেই সুনিশ্চিত করতে হবে। সেই খাতে পর্যাপ্ত টাকা রাজ্য সরকারগুলিকে দিতে ইউনিয়ন সরকারকে উদ্যোগ নিতে হবে।
১০. ব্যাংকের অনুৎপাদক সম্পদ বৃদ্ধির বিরুদ্ধে তুমুল আন্দোলন জরুরী। ব্যাংকিং নীতির রদ বদল দরকার। রাষ্ট্রায়ত্ত্ব ব্যাংকের সংখ্যাও বৃদ্ধি দরকার। ঋণ ব্যবস্থার বদল দরকার। এই দাবীতে শক্তিশালী গণ আন্দোলন গড়ে তোলা জরুরী।
১১. রেল, মেল, সেল, বীমা ইত্যাদি ভারী শিল্পের বেসরকারিকরণের বিপক্ষে আমরা।
১২. দুর্নীতির বিরুদ্ধে আপোষহীন সংগ্রাম প্রয়োজন। জনপ্রতিনিধিত্ব মূলক ব্যবস্থাগুলিকে শক্তিশালী করেই এই কাজ করত হবে। ইডি সি বি আই দের মতো আমলাতান্ত্রিক সংস্থাকে শক্তিশালী করে নয়। কালা কানুনের সাহায্যেও নয়। গ্রামসভা থেকে শুরু করে লোকপাল ব্যবস্থাকে ঢেলে সাজাতে হবে। জনগণকে রাষ্ট্রীয় কাজকর্মে আরো আরো যুক্ত করে দুর্নীতির সুযোগ কমাতে হবে। লোক আদালতের গুরুত্ব অপরিসীম। দলীয় দুর্নীতির বিরুদ্ধে সজাগ থাকতে হবে। দুর্নীতির সঙ্গে আপোষ চলবে না।
১৩. মানব সভ্যতা আজ ধ্বংসের মুখে দাঁড়িয়ে। এই বোধের যথেষ্ঠ অভাব চোখে পড়ছে। কয়লার অজুহাতে হসদেও জঙ্গল সাফ, নিকোবর দ্বীপ ধ্বংস যার কিছু নমুনা মাত্র। যুদ্ধের নামে বোমাবর্ষণ যার অন্য স্তরের উদাহরণ। আইন অনুযায়ী এখন কোনো উন্নয়ন পরিবেশ ধ্বংস করে হতেই পারেনা, কিন্তু আইন মানছে কে? এর বিরুদ্ধে সোচ্চার দেশ বাঁচাও গণ মঞ্চ।
১৪. বিদ্যাসাগর, রোকেয়া, রামমোহন, নজরুল, রবীন্দ্রনাথ ক্ষুদিরামের বাংলা আমাদের। ক্ষমতার দম্ভ দেখে বাঙালি মাথা নত করেনি। যুক্তি আর মুক্ত চিন্তার কাছেই আমরা নতজানু। তাই কংগ্রেসের মুখ্যমন্ত্রী হয়েও বিধান রায় বিদ্রোহী, এটাই আমাদের ঐতিহ্য। দেশের সমস্ত জাতিসত্ত্বার প্রতি শ্রদ্ধা জানিয়ে চলি, কিন্তু আমাদের আঘাত করতে চাইলে সেটা আমরা মানি না। রাজ্যের সঙ্গীত রাজ্যের ও জাতিসত্ত্বার ক্ষমতার বহিঃপ্রকাশ।

Principles, Goals, and Objectives of Desh Bachao Gono Mancho
The Desh Bachao Gana Mancho (Save the Nation People’s Forum) has begun its work with a resolve to preserve and further improve the federal structure of the country. Our genesis is in the mission to resist the conspiracy of the BJP to destroy the Constitution. Through the protection and implementation of the Constitution, its Preamble, Fundamental Rights, and Directive Principles of State Policy, we aim to ensure that constitutional rights are not just a mere slogan, but become a subject of daily practice for the general public. Therefore, our platform is not just an election stage, but aims to be a fighting platform for the protection of the Constitution. Our platform does not belong to any single party, but is a political platform from head to toe. We are a small part of the struggle to build a peaceful, secular, and exploitation-free society across India and the world.
Core Demands and Policy Points
1. Strengthening State Powers (Financial and Political) :
We demand the increase of financial and political power for all states.
The increase in state power is the safeguard of democracy and secularism in this country.
Our platform will actively pursue the goal of establishing financial and political self-governance for the states, even with its own limited power.
Our demands include reform of the GST structure, increase in the right to collect taxes, and an increase in the states’ share of taxes from the central government.
We also demand an end to interference by central agencies like the ED (Enforcement Directorate) and CBI (Central Bureau of Investigation) without the state government’s permission.
We demand the immediate handover of the states’ outstanding dues.
2. Abolition of the Governor’s Post :
The goal of fascists (currently represented by the BJP) is to divide the states into pieces and convert them into Governor’s rule or Union Territories. We demand the abolition of the Governor’s post. The misuse of this position is destroying the decentralized system of power by fascist forces.
3. Judicial Accountability and Reform:
The authority of central agencies to issue directives to states’ representative bodies must be completely curtailed. The court is not above the law. The “cuckoo’s nest” within the judiciary is now exposed to all.
We must strengthen the system to impeach judges to bring the courts under the purview of law.
4. Reservation for Backward Communities :
Reservation is necessary as long as the social, cultural, political, and economic development of the backward communities is incomplete, and we strongly support reservation.
5. Women’s Rights and Anti-Fundamentalism:
We support the financial and political equality of women.
We are against any kind of violence against them. We are against any form of fundamentalism that uses the confinement of women to the home as a weapon, and thus, we are against the Manusmriti philosophy of the RSS.
6. Right to Work and Corruption-Free in Recruitment :
We demand that the Right to Work be declared a Fundamental Right.
Corruption in Recruitment is emerging as a side effect of the employment crisis. There are reports of widespread corruption in the recruitment of teachers, paramilitary forces, police, and railways. News of question paper leaks and blank answer sheets submitted during entrance exams are also making headlines. We demand an agitation against this, but it must be fought by avoiding the traps set by the corruption-ridden BJP.
7. Free Competition in Trade and Commerce :
We are in favor of free competition in trade and commerce. We oppose the corruption of corporate tax exemptions and electoral bonds, which we consider to be against free business. Special policies of the government are essential for the benefit of small and medium-sized businesses. The role of government departments is very important in this regard.
8. Direct Tax System :
The direct tax system needs to be strengthened.The fact that at least 55% of the total tax revenue comes from direct taxes is indicative of a developed country. The huge income tax that will be collected if earnings are ensured for everyone, irrespective of gender, will be the foundation of the country’s self-reliant development. If the government’s tax revenue is secured, there will be no need for loans from the IMF (International Monetary Fund) or other loan sharks by unnecessarily compromising the nation’s interests.
9. Fair Price for Farmers’ Produce :
The government must ensure a fair price for the farmers’ crops.
The Union government must take the initiative to provide sufficient funds to the state governments for this purpose.
10. Banking Reform :
A massive agitation is necessary against the increase in Non-Performing Assets (NPAs) of banks. Banking policies need to be changed.The number of nationalized banks also needs to be increased.The credit system needs to be changed. A strong mass movement is necessary for this demand.
11. Against Privatization:
We are against the privatization of heavy industries like Railways, Mail (Post), SAIL, Insurance, etc..
12. Fighting Corruption :
An uncompromising struggle against corruption is necessary.This must be done by strengthening the representative institutions. It should not be done by strengthening bureaucratic agencies like the ED and CBI, nor with the help of black laws.The system, from the Gram Sabha (village council) to the Lokpal (ombudsman), must be reformed.The opportunity for corruption must be reduced by increasingly involving the people in state affairs. The importance of the Lok Adalat (People’s Court) is immense.We must be vigilant against party-related corruption. There will be no compromise with corruption.
13. Environmental Protection :
Human civilization stands at the brink of destruction today. There is a visible lack of awareness of this. The clearing of the Hasdeo forest and the destruction of the Nicobar Islands under the pretext of coal are just a few examples. Bombing in the name of war is another-level example. According to the law, no development can take place by destroying the environment, but who is following the law? The Desh Bachao Gana Mancha is vocal against this.
14. Cultural and Regional Identity :
Bengal belongs to Vidyasagar, Rokeya, Rammohan, Nazrul, Rabindranath, and Khudiram. Bengalis have never bowed their heads to the arrogance of power. We only submit to logic and free thinking. Hence, Bidhan Roy remained a rebel even as a Congress Chief Minister; this is our tradition. We respect all nationalities in the country, but we will not accept it if someone tries to harm us. The state’s music is an expression of the state’s and nationality’s power.
15. Promoting People’s Culture :
Our platform is in favor of building a genuine people’s culture.
